Focus and Scope
GUBERNARE: Journal of Law and Local Governance focuses on critical and interdisciplinary scholarship that examines the relationship between law, public policy, and local governance in diverse political, social, and institutional contexts. The journal provides a scholarly platform for research that analyses the legal, administrative, and governance frameworks shaping local government practices, while promoting democratic values, accountability, and public participation.
The journal welcomes original research articles, conceptual and theoretical contributions, and critical analyses that explore the institutional, legal, and political dimensions of local governance. These include issues of decentralisation, regional autonomy, regulatory development, bureaucratic reform, public service delivery, and the role of local political actors and civil society in governance processes. Particular attention is given to the interaction between local, national, and international legal regimes, as well as the implementation and enforcement of laws and policies at the subnational level.
GUBERNARE also engages with scholarship on public administration, fiscal governance, and development planning, especially in relation to budget management, policy implementation, urban and rural governance, and regional development. The journal encourages research that critically examines governance challenges such as corruption, administrative inefficiency, social inequality, and service disparities, as well as innovative practices in policy design and institutional reform.
In addition, the journal supports methodological and theoretical innovations that advance empirical, comparative, and normative approaches to the study of law and local governance. Contributions employing quantitative, qualitative, and mixed-methods research designs are particularly encouraged, alongside reflections on governance ethics, transparency, citizen engagement, and evidence-based policymaking in local government systems
